I have examined the accompanying Ordinance, entitled "Ordinance to appoint an additional Member on the Sanitary Board," and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
in view of the inelastic character of the constitution of the Board as laid down by Ordinance 24 of 1887, the easiest way of meeting the difficulty appeared to be by passing a short Ordinance.
The usual report by the Attorney General is enclosed.
